It seems to be a bit of a 21st century phenomenon here too with unelected 'advisors' seeming to wield huge power at the heart of government. We've had the likes of Alistair Campbell and Dominic Cummings here. Not sure if they've always been there but now just have a higher public profile or if it is a new thing?

He only vets them at election time and, like Blair, they are likely to adapt their policies accordingly. Those that take over mid term, eg Brown, escape his vetting.
