England (12): London (Wembley + Emirates), Manchester (Etihad), Stretford (Old Trafford), Liverpool (Anfield), Newcastle (St. James), Birmingham (Villa), Nottingham (Forest), Sheffield (Hillsborough), South Coast (Brighton or Soton), Leeds, Bristol or MK.
Scotland (2): Edinburgh (Murrayfield) & Glasgow (Celtic Park)
Wales (1): Cardiff (Millenium)
Ireland(1): Dublin (Aviva)
Croke Park is better than nearly all the English stadia you've listed and has a capacity of 82,300.
 
Canada are the only host country who probably wouldn't have qualified normally. So giving one place away in an expanded tournament (48 teams) isn't really a big deal...

Not sure your point about cash is fair — that's the case for Qatar 2022 no doubt. But giving it to an entire continent (with strong existing infrastructure) where football is on the rapid rise makes a lot of sense. Two World Cups in the Middle East/North Africa in a row would be a bit odd. Good to spread it around geographically
Not about cash? Go with the bid that will make double for FIFA or the one that will change a country. Hmmmmm...hmmmmm...

If the Chelsea one gets built, the Emirates would be 4th choice by then.

Looking forward to going to Spurs next season. I have my concerns about the pitch but think the stadium will be unreal.

I'd say the smart money would be on a Uruguay (and maybe Argentina/Brazil) hosting. 100 years since the 1st one.

If it was between the Etihad and $old Trafford to host games, no way on this earth would the FA pick the Etihad. It happened in the 2012 Olympics.
