Using IPhone as a personal hotspot

Daft question time,excuse my ignorance...
If I use my iPhone as a personal hotspot to get an internet connection on my iPad,does it use data from my phone allowance ?
Expect some sarcastic replies but fire away...

Yes if it's taking the data from 3/4G. No if it is on Wifi.

Seriously though, I used to use a wifi extender but once I got a decent wifi router off virgin, I don't need it.

I use a Powerline adapter to boost our wifi as the signal can be a bit temperamental upstairs.
