Your idea seems like a mix of Cricket and Rugby systems and ultimately I see it following along these lines. A big problem I would see with a Captains Appeal is how far back in play might the incident be. Perhaps a foul 90 seconds earlier before the goal?
Phases of play. You must appeal during or immediately after the phase in which the incident took place.

Found this explanation…

FFS, I am all over the place with this. Can anyone find any statement anywhere from anyone sensible that they did or didn't use the inertia sensor to precisely determine when the ball was kicked? Transparency. Wtf is that?

If they did it's a good call imo. If they didn't then they can't determine to a few mms where the ball was based on a manual review at 50ffs.

Naah, never mind. It knocked Germany out. It's all good :)

Like I said the whole point of football is scoring goals, so why find a (new) way to remove them so often ?

We have enough negative teams in football, that do that already.

Why should a team be robbed off a trophy, or get relegated , or an important league match which can cost clubs millions all because you’d rather see goals given that shouldn’t be?

If a player is offside - why should he and his club benefit by allowing the goal ? It’s completely unfair.

Check out the Championship play-off final from last season. Possibly the richest match in the world which saw shocking use of var

Pretty much my thoughts. My gut feel is, it probably the right decision. But extremely tight. I guess thats good, we used to see certain teams get decisions from officials like below. Now it’s millimetres…

But why not be transparent about it. Just like referred VAR Decisions. They just have to let the fans know whats going on and the thought process on how they are reaching those decisions…

Yep, I have always said that the referees know laws and guidelines better than anyone. Certainly better than commentators, pundits and 99% of fans. They are generally cool, level-headed and can communicate well. Let them explain how they get to their decisions in real time. We will probably all be surprised how little we actually know about the laws and guidelines.

And we may just get back to the situation where we can accept what we perceive to be mistakes if its clear they are just a matter of judgement.

Its exactly like what happened….. shows quite well why different angles/perspective matter.

The law is the whole of the ball must be over the line. Like every other sport known to man. Do you want them to disregard the actul law as it stands?
Think that's not quite right. In rugby and cricket the ball only has to touch the line to be out of play. In fact the ball can stay on the pitch ,if a person touches the line or boundary rope while in contact with it.

Also in cricket, the ball can be yards over the boundary and still be in play if it’s knocked back by a fielder without them touching the ground over the line.

Not what I said.

Rugby fair enough, its a bit weird in this respect. However, with most sports with VAR in line calls, tennis/cricket (lbw’s/run outs/no balls) are like this (in or out) and the law in football is the whole of the ball has to be over the line….

Yep, yer right Igup! But what I would be concerned about is the notion among some that the 'technology' is infallible. I've just picked up my phone and it says the latest download failed. No why, or explanation. It could have downloaded fuck knows what and I wouldn't know. Apart from the goons running the show the tech is just as good as all tech seems to be - occasionally NOT foolproof.

Cricket if the ball hits the rope (without bouncing) it’s a six I think.

Is it not being used in this World Cup for keepers coming off their line at penalties, the Uruguayan keeper last night was well off his ?

VAR worked pretty well at the last WC in Russia. This one has been awful. They either wait 20 minutes to show the image or don't show it at all. If you look at the Rudiger goal that got disallowed the image FIFA showed to us , the ball has quite clearly left his foot already when the image is frozen.
