Does anyone know how to fix the settings so that the video playback isn't "choppy", so to speak?
 
Try this first... Tools>Preferences (set show settings to all) Video>Output (set this to directx)

Tools -> Preferences (set Show Settings to All) and Input / Codecs -> Video codecs -> FFmpeg and in the drop-down box for Skip the loop filter for H.264 decoding change it to All. Remember to press Save to save VLC settings and restart VLC after that to make sure changes are enabled.

For GPU... Tools -> Preferences and Input & Codecs and tick Use GPU acceleration. Remember to press Save to save VLC settings and restart VLC after that to make sure changes are enabled.

The directx option turns the players into smurfs

The second part helps a little bit

And I can't find the box to tick for the third one lol

I suspect that the third part (enable GPU acceleration) was in an earlier version and has now been removed (more probably renamed but there's a lot of options in there).
