FA get made offer which would give them funds.
FA discuss it in first session with FA Council.
Offer withdrawn as it is believed that the FA can't pass it.
Seems fairly reasonable process to me. I think they had to consider it, and their own rules would require the Council to pass it.
Some of the interviews given at the time were probably ill-thought out.

Most amused that the FA board, who are there for two years before the next job and couldn't give a shit about what is right for football, have been well and truly hoist by their own petard with the claim about maintenance costs.
They only said this to browbeat people into approving the Wembley sale, now they've got the Council asking why the hell they haven't budgeted for these costs.
