I thought if you got knocked out in qualifiers or finished 3rd in initial group you went into Europa

You enter Europa League Group stage just like Celtic, Anderlecht, Panathinaikos, Copenhagen and others.... did last season.

The 4th place English team goes in the qualifying play-off of the CL, which is the last round before the group stage. If they get knocked out here they go straight into the Europa League group stages

If we finish 4th we go straight to the play off round, not qualifying rounds. Just look up Arsenals fixtures this season. Their first European fixture was Celtic in the Play-off round. Arsenal won and Celtic went into Europa League group stage.
