I'd be very surprised if this isn't the unfolding scenario. And the EUCB (formerly known as Uefa) might even ban Everton as the their match day placemen might have spotted an EFC scarf on the way to the ground!

How can UEFA be seen to punish a possible future Champions League winner?

First of all Liverpool have to navigate another coach welcoming reception at Anfield, a hostile return leg in Rome, and a possible CL final in Kiev, with plenty of risks involved off the pitch.

Only after all of that on the 31st of May will any decision and punishment be handed down by UEFA.

Me personally a 3yr ban starting right now, and award us the tie. this can easily be done by saying that City won the 2nd leg by 4-0 score line.
