What time does Hamburgs ground open for the fans?

Any ideas from our German mates...also can you hang flags and banners from the front of the top tier?

Someone posted earlier and sent a link about Hamburg's visitors guide. It said you can put up flags but avoid obstructing sponsor sign's.

Official site says the gates open at 7pm local time.
