Last time this happened was Blackburn vs Middlesborough. Boro had 16 players out through injury and flu.
It took the PL a month to pass judgement, by which time they were bottom of the league. They got docked 3 points and a £50K fine.
Come the end of the season they got relegated, by 2 points.

The only saving grace was it was that pisspot Bryan Robson's side.

In response to the OP, all teams should field a side, for you never know what will happen. Having looked at the fixtures, I can't see Stoke, Fulham, WBA, or West Ham fielding anything but their strongest elevens. Certainly don't think we'll see a situation where a team writes off a game, as has happened in recent years.
