Who gets the credit for our signings?

Looking back on our signings since 2015 that span both Pellegrini and Pep, we've hardly put a foot wrong in the transfer market. Out of all our signings, the only ones that haven't been an unmitigated success have been Roberts, Nolito, Bravo, Mendy and Mahrez but we'll pretty much make our money back on the first two, Bravo won us the League Cup, and there's time for Mendy and Mahrez to develop into good players for us. So who are the people involved in deciding which players come here? Is it Txiki and Soriano, our scouts or somebody else?
 
Soriano provides the money, Txiki does the deals, scouts find the players. Managers give their input but I feel until now with Pep none have had quite the same power.
 
The Mangala, Bony, Fernando signings were before 2015. Sorriano and Txiki have been there since 2012. I'm just wondering did we recruit anyone (scouts perhaps) around 2015 that can take credit for the brilliant signings we've made since or did we maybe talk to Pep while he was at Bayern who influenced our transfer policy? Or is it a case of having a good run with signings and/or Txiki et al improving their strategy?

Our business has been fantastic overall, ins and outs. And one thing we don’t get enough credit for is that our big names never want to leave.
