Boss is very nice person but rubbish boss. Our work (caseload) is distributed by accessing MIS with restricted access. It is boss's job to allocate the work to staff. His informal deputy (works part time) and me are the only members of team with the necessary permissions to have the restricted access. In theory so we can allocate work when boss is indisposed. In practice boss never allocates the work, me and my colleagues (prob more than me) do. We do this with no knowledge of HR, Performance Management issues etc

Boss does not do 121s.

Appreciate any thoughts as how to approach as whilst not overly time consuming it is not right
 
So I think what you are trying to say is that your line manager is not performing their role.

Can I ask you 2 questions

How long have you been in the job ?

Do your fully understand the complete job description of you manager?

People above your line manager will generally only be interested in metrics ie. work completion, quality, feedback from clients etc if they look good and people aren’t leaving their bit of the business then from above it looks like they are doing a good job. If they are also the type that are good at bullshitting, then it’s unlikely that anyone will do anything.

Likewise if it’s all running well without their input, they may have given the line manager other tasks to undertake, remembering good managers should always delegate.

I would however be concerned that there is no 121 feedback sessions.
