You might - but I highly dislike that since there's no way to avoid the ball hitting your hand if it's blasted towards you point-blank. And I wouldn't want the game to devolve into one in which outcomes are determined by which side is better able to kick the ball off an opposing defender's hands in their penalty box.

A solution to this would involve - yes, you guessed it - AI. Train AI on what a handball is. And then turn handball decisions over to AI.
A panel of experts would need to preview the input to the AI - and a putative expert would not be allowed to review decisions involving his or her country/favorite club(s).
Finally, the AI would need to be made publicly available - free for anyone to submit video for review/ruling - to prevent corruption.
