I believe it's supposed to replace frienlies with something more "meaningful" - more for the lesser teams as it gives a route to major finals.

If a teams survival depends on the randomness of a cup draw against one of the big boys and then hoping for a replay perhaps they need to be looking at the running of the club prior to arriving in such a position.
