Those blocks have been on sale and have sold out mate. From what I can gather, when clubs get extra tickets they’re not always full blocks but are usually tickets in blocks that have already been on sale and are part of the “FA Family” allocation that have been returned to the pot. When we got those extra tickets for the FA Cup final I think they were all in blocks that had already been on sale to City fans.We were originally allocated 31,500 tickets which is about 3 or 4,000 less than what we ended up with for the FA Cup. Initially I don’t think they allocate a few blocks on the top tier but they’re available if necessary. I don’t think 548-552 have been on sale yet.

The fact it’s now sold out suggests you're correct.
Not bad for a club with no fans that was boycotting it anyway.
