Not all English clubs. Look at how Chelsea were able to negotiate a fee for Morata that was lower than the rags' failed bid. After Walker, we've now got a target on our backs. Monaco changed the goalposts because of the Walker fee. Not because we're an English club.

Madrid were getting £70m no matter what with a full fee or fee + easy add ons through goals. Chelsea still wound up paying the same fee as United would have after Morata comes in and bags 20 goals for them. English clubs pay premiums for players, its common sense in the current market because of the prize money that comes in and teams pushing fees.
 
This is more of a fan reasoning, Mendy is not a City fan, he will pick the best deal for himself
If you listened to the Sam Lee interviews, both Liverpool and PSG have inquired about Mendy and were basically told he only wants City, and halted their interest. The reason the fee hasn't been agreed upon is because we paid £45m +£5m for Walker, and because Monaco know they can milk us for as much as they want as Mendy either wants City or to stay at Monaco. So in negotiating Monaco can say, "look we think Mendy is already better than Walker, he is younger than Walker, and has a far higher ceiling than Walker. Pay us what you paid for Walker or we'll just keep him. The player is equally happy either way." We also know he is great friends with Bernardo, Bakayoko and Mbappe, Timeou has already left, Bernardo has already left, and Mbappe is off to Madrid in a few years, I am still extremely confident we will agree on a fee for Mendy before the window is up. He is our number one left back target and the Chairman made it fairly obvious that we are prepared to spend big to land our first choice targets this summer. So far we haven't lost out on anyone other than Alves, for reasons beyond our control.

That and also because we're desperate for a top LB. We must be the only team in the world without a LB in preseason. Monaco knows that, everyone and their dog knows that. Chelsea weren't desperate for strikers, they have Batshuayi, they can keep Costa if they want. And they're not desperate for WBs as they have one on each side. But they can also make an offer for Mendy because they want to upgrade.

But they we'rent really, in fact if all the add-on requirements are met the are paying 10 million euros more than United. The fee for now is £58m but it will surely go up. And if it doesn't then Morata will be viewed as an abject failure.

Add-ons are very rarely all met. Winning the UCL and other ridiculous conditions. United had an £70m bid rejected. I cannot realistically see how Chelsea will end up paying that much. Even with add-ons, the Chelsea fee could "only" rise to about £68m. Real were demanding an initial fee of £80m from United.

I don't buy that.
Players are professionals,if someone makes him a proposal that is in line with what he is looking for, he will move. Honestly, City is a better proposition than Liverpool and PSG, so it would make sense for him to hold out for City, although i still dont believe that.
I doubt that if Chelsea made him an offer he would refuse, league champions, best friend's with Batschuayi and Bakayoko, live in London, compete for as many honors as he would with City, City is not his only option.
