You may be right as it is one interpretation. The tweet on the previous page isn't that conclusive and he could well have spoken to him and only said what he has because of the shit storm it has stirred. Unless Pep/Alves confirm they had/didn't have a conversation, I guess we will never know.

Very true, hasn't got the balls to come out and say it was the money given his previous statememts.

Sky news reporting City pulled out after PSG offered £230k a week, double what City were prepared to offer. Sounds like he's possibly rung City and asked them to match it and city have said no. Not snubbed so much as fucked him off.
