Think the government is offering generic 'City Deals' where councils can negotiate to have greater control over local infrastructure spending and so on - Manchester is the first to apply for this, hence the Manchester City deal reference. Details on the link

Hard to say, we are involved in both schools and traffic as far as planners are involved.
