Here's the top 20 scoring teams in Europe in terms of goals per game, drawn from UEFA's top 20 ranked leagues, at the end of Jan '14;

And most goals per game - domestic only;

yeah both Arsenal and Liverpool next highest in England on 65 (Chelsea on 63) but no English team apart from Liverpool anywhere near the top 20 in terms of goals per game.

Number of games don't really mean that much in that table; the goals per game average is the telling one. Liverpool's GPG is 2.41, City's is 3.11, nearly 30% (I think!) higher. Extrapolate that difference over a complete season and you're talking about a massive (sniff!) difference in the goals for column.
