Installing a cat flap in an apartment

Just wondering if someone could give me a bit of advice....

My girlfriend has just bought a ground floor apartment. She owns the internal walls etc, however, the terms of the contract state that no work / alterations can be done on the external walls. She has two cats and would like to put a cat flap in the wall. It would be quite small and well hidden behind a bush next to one of the walls. Clearly this is a breach of contract, but what would be the ramifications? Would the damages payable only relate to the cost of re-bricking the wall? Also, would there be any criminal liability for property damage?
