I don't condone it but, given the economic situation of most African countries, I can sort of understand poaching.
What I really don't understand are trophy hunters, those are some real twisted bastards who kill for no other reason than the sheer recreational value of it. I'd shoot them in an instant, no question.

The laws that were passed in September 2016 permit the domestic trade in ivory if the elephant was killed before 1947, but they stopped short of a total ban.
However, the UK's legal market has been used as a cover for the illegal trade of elephant tusks and as a result a new law will be passed banning almost all sales of ivory.
Basically the government is going to make the laws stricter because they have failed to administer the existing law. Should be interesting.
