Possibly environmental health for not disposing of waste water correctly?

Very often this is down to flushing baby wipes down the toilet. They do not degrade and just clog up drains. The back flow often includes shit (literally!) from every house the drains come from.

Every day water comes in the back garden right across the patio every time they have a bath or use washer etc trouble is it’s a let I have the landlords number and spoke to him on more than one occasion going back to 2019 he told me it’s down to the tenant to sort out surly that can’t be right? Can anyone help with what I should do next ?
