My understanding is that you can keep all 4 (and also play them) but if you transfer Aguero out, for example and keep the other 3 then you cannot bring in another City player.

No you can not.
If you already have 3 City players and someone else like Agger comes, you will get a message saying you have too many City players and must transfer 1.
