I reckon Tevez is one of the worst penalty takers I've ever seen. Even managed to get the Argies knocked out of the Copa America this summer.
So the answer is anybody. But I'm sure Aguero can take a mean pen, we know Milner and Barry can (from the past) and Balotelli is awesome.

Balotelli, Milner and Barry, all very good penalty takers. You could also put forward the case for Nasri, good penalty under pressure against Bosnia.
