In the standard League mode (as opposed to Master League) can you make transfers? If not, I'm wasting my time and will go over to Ye Olde Mater League mode. Chronically out of date City squad.

Nope, you can't make transfers in the League mode, but if you go into edit mode and update the squad, it should use that squad for the League (if you just want upto date transfers), otherwise, head over to the Master League.
