ive been bullied in my workplace and ive written a complaint to the head bosses. theve interviewed everyone i work with. ive just got back a email saying complaint is withheld. what does that mean?

it depends if you mean upheld like in your title or withheld like in your post.

if it's the former then it means you've got the backing.

if it's the latter then you're not being backed and the complaint is refused.
