Wheelie bin theft!!

I live in a house with a shared alley and on bin day I leave my bin out for collection. My bin has the house number on it obviously. A few weeks ago the bin " disappeared " into a neighbours yard who isn't the fucking brains of Britain as I could see it from my upstairs window. When I asked for it back he explained it was a mistake. Now the slippery little fucker has done it again. Can I get him fined from the council or do I throw 2 weeks of baby nappies into his yard?

I've been warned by the misses that I can't threaten or swing for him. It's the fact that he has done it a second time that has left me fuming. I was wondering if I could ring the council and get him fined.

seriously,the councils have started to sell them on line to stop the rise in theft of wheelie bins...
