I think you've just created a strawman to suit your argument by asserting that Pep has a say on the the big transfers and not on the smaller ones, then you've used your assertion to conclude that this isn't a Pep signing because it isn't big enough.

And you know that, or you're guessing that ? My guess is Pep would rather go without, than take a player that he doesn't think can defend and play his way. If he can play Kolarov in that position he can certainly play Evans in that position.

that's actually a good point how Pep turned Kolarov into a decent back up centre back. The problem last season was the full backs. Just hope he Johnny Evans is not on the edge of the box 30 yards out trying to shoot like Kompany was against Everton

Not only that, but if you add Mangala in (15/16 season) then his stats shit all over Evans too.

Even the % of passes completed (89% compared to 81%).

Experience and the ability to organise and marshall a defence in Kompanys absence. What gets forgotten about Demechelis was how well he marshalled out defence when Kompany wasn't there.

Not at all, the game against Hull was one of the finest defensive displays i've seen from a City CB.

However, Demichelis cost us fuck all and his stats piss all over Evans'. I'm sure he will be decent but it's not a great signing

He's not an unknown quantity but the prices are off.

I don't think Evans represents value and there's no way he was a long term target
