I think you've just created a strawman to suit your argument by asserting that Pep has a say on the the big transfers and not on the smaller ones, then you've used your assertion to conclude that this isn't a Pep signing because it isn't big enough.
Unless of course you know for a fact that this is the case, which I don't think you possibly could.

that's actually a good point how Pep turned Kolarov into a decent back up centre back. The problem last season was the full backs.
