First half of last season he was very poor. The main point was he needed an exacting setup around him and to deviate from it a bit sees him play badly. By the end of it he was doing the bare minimum so where this talk of improvement has come from i have no idea. No chance Pogba has done anything to justify his fee let alone see his price rise. He should be dominating games like Silva and he is not half the player Dave is.
