No it won't. No contact can still make a player go over just by putting doubt in his mind or adjusting his balance, very very difficult IMO to ever say 100% if something is a dive.

Whether that's true or not, I think a clear no-contact situation would be no penalty every time. I mean, really, if VAR clearly shows no contact at all, there's no way any ref or panel is going to say it's a penalty. Whether or not the player gets booked almost never affects the result as much as a penalty, so that's less important to get right.
