I think you are confusing your FIFA and UEFA's up, we've admitted we did wrong, and been fined for transfer irregularities (regarding youth players).
You're right I am, I think it was in relation to UEFA we released the strong statement earlier in the year. No one will ever convince me they're not run on the same basis though. $.
 
The fine is believed to relate to the transfer of teenagers George Davies and Dominic Oduro from the Right to Dream Academy in Ghana to Nordsjaelland. The pair told a Danish newspaper they signed and played in City games before turning 18. [@ManCityMEN]
 
Sounds like we admitted to wrong over 1 player, and evaded a ban because Chelsea got found guilty over 29 and Barcelona over 10.

They all got 2 window bans as punishment.
