'Poof' in that sense is usually the noise something makes when it vanishes, rather than the act of vanishing itself. In this sense it was a derogatory term. Things that put hairs on your chest are things that improve your manliness or masculinity. The suggestion that rickets would put hairs on your chest is obvious nonsense. It is a form of absurdity that appeals to the sense of humour that many British people have.
Got to watch out with all those deragoty terms for homosexuals though.
