Having never been a Brexit supporter, I've never bothered to read anything from Dominic Cummings, but just now, I did. From his blog, I read this:

Who knows whether the above is true, but I hope it is. It is a vision of hope of a better Britain under the Tories. I hope we can deliver it.

If it was termed 'anti-Muslim racism', they might get more people on their side because that is a better descriptor of the issue. But Islamophobia i.e. having an irrational fear of Islam is no different to having an irrational fear of fascism/right-wing extremism or any other ideology.
