Yes but with far fewer people using it. For example, hardly any shop workers, shoppers or tourists will be travelling into Central London. For others, working from home will surely escalate.

Yes you can go out in the garden,don't hang over the fence and talk to your negibour though and don't let other kids come round or let yours go to their friends

You could but he’s asking you not to do it. You could stay at home and invite loads of people round for a party if you wanted too. This is about personal responsibility, not about what they can police.
