FT journo basically just asked this right now. They said this is unlikely to happen. They said they'll use it strategically to give it to certain people to collect and verify the data they need to see how far this has spread and how many people are asymptomatic. Said its very unlikely to just appear online to buy any time soon.
It would make no sense to sell them on the high street - it doesn't offer anything much, and would lead to people grabbing handfuls of them, even if there was a way to deliver them. It would be very difficult to learn anything from a scattergun approach.
Testing on this scale has to be organised in blocks, and in an orderly manner.
