I see the contact tracing app crashed and burned in the Isle of White as it doesnt work on older phones and burns Apple battery life.
Government sponsored health applications in a nutshell.

loads of countries are trying to do this tracing app thing, Australia and India , it's obviously a world wide project, so to blame our government on this one is a bit unfair

Seoul closes down bars and clubs in wake of Itaewon cluster The Seoul city government on Saturday ordered clubs and bars to shut after a spate of infections in the city's popular Itaewon entertainment district, official media reported.

Nightlife establishments across the South Korean capital will be banned from hosting crowds of people, the Yonhap news agency reported. “Such facilities have to suspend business immediately and will face strict punishment if they breach [the order],” Seoul mayor Park Won-soon was quoted as saying, adding the order will remain in effect until further notice.

Earlier, at least 18 Covid-19 cases associated with a person who visited clubs and bars in Itaewon last weekend have been confirmed, Yonhap reported. South Korean health officials are racing to identify and test more than 1,500 people who also visited Itaewon nightspots last week and might test positive.

I'm not blaming the government. I'm blaming the civil service. They have NEVER delivered any software project that is fit for purpose - ever!
It's like herding cats or platting fog. It's a physical impossibility without massive cost overruns. Agile development has started to improve things but even so, they're miles away from being able to deliver.

It's like playing Whackamole and it's difficult in a country like SK that has a competent civil service.

Shows how an intensive testing regime allows more guided decisions.

So after 18 new cases the Seoul mayor gets tough. Yesterday 5k new cases in the UK. Will there be any contact tracing?

Just a little concerned as to why the Government plans could decide to shut hotels etc. yet ignored carehomes.
Was this a deliberate tactic and if so to what purpose?

14 day quarantine suggested now.
Which is good but rather late.
However this will spell disaster for the aviation and tourism sector, a sector the government is consistently ignoring.
Nobody will booking late summer breaks now.
The aviation industry is complaining. Quell surprise.

They can't shut the care homes, where would all the old people go?
Exactly, nowhere else for them to go.

What plans were put in place to shield that gathering of vulnerable people from CV?

Those of us lucky enough to still live in our own homes were locked down with advice to stay there in relative safety.

Most went into lockdown over a week before everything else. The sad fact is that it's mainly staff essential health workers who've taken it into homes.
