Yes it seems clearly to be racially motivated. The police were just like zombies. There was no interaction or sensible conversation. They seemed like they were drugged up. Yeah I don't agree with no-platforming, even if I vehemently disagree someone's views. Ideologically I believe in everyone being allowed to speak their mind, obvs with some notable restrictions, and practically, if insane right-wing views can get banned, we're getting into murky territory which could end up impacting my own ability to speak my mind.
That said, twitter is a private company and they get to decide what break's their code of conduct and what doesn't. When you start looting, we start shooting can be viewed as inciting violence.
