The demand is for the government's scientific data and advice.
Because they know they've been sitting on ALL of data and modelling, guarding it jealously since January.
It's the Bojo-Cummings way. If they can't see the thinking, don't have access to the information, the public can't criticise (most get bored), and have little choice but to go along, or realise they are in danger of getting wound up about something that they don't have enough information about to really form a sound opinion.
This is exactly how the Brexit negotiations and prep have been handled. Nothing is made public, or available to outsiders. They drop some spiel to the commentators and other political players that this is all part of the plan for getting the best deal - game theory (LMAO). But it isn't that, at all. It's because there's no point anyone on the outside with half a fucking brain cell talking about something where we don't know what's in the player's mind. You can't criticise a process you haven't got ANY information about. Not even helpfully. And that's the idea. Someone else's bright suggestion might make the primary players look pretty fucking stupid for not coming up with it.
Politically, getting hold of this information really is a big prize. The regions will in all likelyhood make No 10 and the other Central Control Committees look like they've not even been fucking trying.
Then the govt are facing not only a massive barage of criticism on their shit decision making and low-effort response, but it will have big public support as people percieve, if our lot did better, then why didn't they? It's simple psychology. Keeping people ignorant. If you find yourself in a room where the only thing you are ever served is gruel, and all you see anyone else get is gruel, then it takes about three weeks and a bit of rationing before you are very greatful to the person on the other end of that all important-hatch. That's this fucking country for the last year.
The advisors, and everyone else, are being held hostage by Gove, Cummings and Bojo at this point. Trust me. Seen it all before, one way or another. They are walking on eggshells, scared out of their wits. A bit confused in all likelyhood, which helps them forget that they were initially very angry that it's worked like this, maybe were even pushing for more openness. There aren't many with a scientific background who are happy to hide their work and forgoe the chance of incorporating other people's critiques and suggestions.
