I'd wonder if you'd actually read the article you linked, but you actually quoted a bit about the (alleged) effect on services.
Nothing alleged about it. You may have read it but you clearly didn't understand

The irony of rich Tories wanting to stay in the single market without paying in, or accepting some terms such as protections of workers rights under EU law isn't lost on me.

Absolutely. While they are to be congratulated on showing leadership in at least developing a clear strategy for the post covid EU it's by no means some sort of painless magic bullet. The handful of net contributors will face escalating bills for this, while the net beneficiaries will in effect be 'owned' as a consequence.

Is this aka - EU members being forced into confirming that they will tow the line on EU policies that they are totally against because of the EU using strong-arm tactics ?

it’s imperfect for sure, but they have an ability to manage 27 different countries any one of which could say no. Let’s face it, our Union struggles with four And the only reason it holds together is three of them can’t say no.

classic Leave tactic - pick on something and pour scorn on it - roadsigns is a good one - that tries to deflect from the central message they know is true but cannot acknowledge but if they did it would lead them to have to question everything they believe. Thats tough. Thats a grown up thing to do. Easier to go "...ohh look - old photos. Its a time machine" - 8 weeks from now they are going to have to face reality - lets hope they can embrace it and the damage its doing.
