think you have to rule them out, otherwise strikers will just start Harry Kane'ing the keeper at every opportunity to make them drop. I know, but do you really trust VAR to penalise him if he did it to Eddie and it dropped to Son to smack in? I don't, so I'd rather the reffed pinged anyone that touched the keeper than the alternative of VAR once again subjectively determining who gets allowed to barge the keeper over depending on who they want to win.

it's not a penalty, otherwise a keeper would never be allowed to jump up and claim a ball in case they accidentally clipped someone. It's just part and parcel of the game.
