Are there many actual cabinet members left or are most acting secretaries? Im sure there are 15 temps there, so unconfirmed dept leaders and Trump loyalists. As well as being a sign of the dysfunction of his govt, it has been a cynical way of ensuring a firewall

I'm not certain, but it looks like the Acting Secretaries also count as executive members for this purpose.
