Spurs would have to be MASSIVELY incompetent to not already have their replacements lined up. Even if they think he's staying, you don't just presume that and hope for the best. City will have Kevin De Bruyne's replacement lined up already to some degree and he's not even in the market. If there was an ongoing saga then those talks would become more concrete obviously. As we know more than most, complicated transfers can be done in a few hours if all parties want the same thing. This "there isn't time" is yet more Levy bullshit.
