Since when did Moyes dictate transfer policy at West Ham?

It's one "major" deal with a lot of money involved. Just cannot see it taking less than a week unless the negotations are very intense. Also, if the Palmer talks are involed its more parts needing to click.

He won't have any say in the price. That will be down to the business people at the club.
Moyes on Paqueta at the recent press conference:
