They even said 1-3 doesn't say the whole story suggesting West Ham deserved something more, like we didn't have much clear goal chances.

they are also saying that City are masterful, well deserving of their win.. not really saying west ham deserve something, so much as saying West Ham would beat most teams playing like this. I find the commentary pretty balanced and fair today.
