It's basically something in basketball called 'setting a screen' that sometimes is used in set pieces in football.

That would've been called an illegal screen in the NBA though as he's moving his feet at the last seconds to make sure hw definitely going to block his path ie - 'moving screen'.

How many times have we seen players get away with that type of block in corners ? for me it's definitely a foul but the refs are inconsistent in their decisions.
 
It is creeping in to football, particularly at set pieces. But it's obstruction.

It happens a lot but often doesn't impact play so referees will let it go. When it's the person who's clearly marking the goalscorer it's a bit of a different matter.

Standing your ground is one thing, but that was pretty clear he only had eyes for getting in the way of the defender.
