The decision to withhold was based on a relatively low risk strategy that has cost them very little, if anything, especially considering they may have never had to pay it, but would have struggled to recoup it, had he been found guilty.We can assume it didn't say that the club were entitled to withhold the money as City wouldn't have lost the case today if it did.
Wouldn't surprise me if they were keeping it "safe" in anticipation that they could sue him for breach of contract for conduct issues like Mutu, if he was found guilty and collect losses on the transfer. Had they paid it already, it would have been difficult to ensure he would have had enough money to bring a claim for that.

I think the club might have reasoned that "CITY CONTINUE TO PAY MENDY" was a worse headline than "CITY FORCED TO PAY MENDY." I'm not sure it matters that much either way from a PR point of view.We just love the bad publicity

I would have thought a footballer's contract, bearing in mind that a lot of pro-footballers are not the brightest bulb in the box, would have provided for nigh on every eventuality,whether it was a guy's fault or not.
