Thought it was based on position ie 9th plays bottom team in play off places, 10th plays 2nd bottom etc

9th/10th v 23rd/24th
11th/12th v 21st/22nd etc

So Celtic/City v Bayern/Madrid with a draw to decide how those teams pair up.
