I can kind of see the comparison.
Maffeo's passing %, and volume are very low for a fullback, but he has a decent xAG for a fullback, perhaps meaning when he gets the ball, he doesn't play neat, and tries things often (hence higher xAG but lower success).
I also checked, and Mallorca have 46% possession, and Monaco have 56% possession, so that contributes a bit to lower volume for Maffeo.
Regardless, I think Pep would prefer Vanderson more, who has a higher % rate (with fairly close shot creating actions, but lower xAG), and better defensively.

You`ve also got to remember we only have 4 "free" slots for club-trained players and 4 for association-trained players. If you assume that Foden, Lewis, Bobb and O'Reilly (or someone like Mukasa/Mfuni/McAidoo instead) will all stay here long-term, you would have already filled your 4 club-trained slots, which means Frimpong would effectively be taking an HG spot. It`s similar to the current situation, where we have Carson, Walker, Stones, Ake and Grealish, 5 players for 4 association-trained spots, which means one of the 5 has effectively been registered as a non-HG player.
If you were to sign any HG players, it would make more sense with an association-trained player rather than bringing back a club-trained academy graduate like Frimpong, Delap, Rogers, Palmer etc. as those 4 spots are likely to be filled already. In terms of association-trained players, you would probably be looking at the likes of Livramento, Aina, Gordon, Branthwaite, Wharton, Elliot Anderson etc
Palace,Charlton and Wimbledon (of old) had the best youth set ups and teams back in the 90s when I played.
