The government are skint. They have just slashed the international aid budget to fund defence spending.
They are committed to the Heathrow expansion.
Illegal immigration is playing havoc with govt. budgets as more and more accommodation has to be found. Prisons are full, do they build them or a new swamp ?

Governments always find money for vanity projects.

By the time the spades are in the freight terminal ground the cost of the land and the new stadium will have rocketed.

The town hall redevelopment has gone massively over budget.
The Coop Live Arena went over budget.
The South stand expansion went over budget.
I have no doubt the North stand expansion will go over budget.
Then yo've got HS2, the London Olympics stadium, converting the Olympic stadium to a football stadium for West Ham, the London Dome, Spurs new stadium, Therme - Manchester has gone massively over budget, which is starting construction in Spring after years of design changes, all went massively over budget. Don't think for one second United's proposed new stadium is going to be any different. I'm guessing the cost of the new stadium will rocket to £2.5bill-£3bill, if not more, by the time it is built in 5 years time.

The total cost of building, striping back and then transforming the Olympic Stadium in to a new home for West Ham football club has broken the £700million barrier.(2015)

The new Wembley Stadium cost £798 Million.

The delays, the rising costs (a £250million stadium) ended up coming in at £1.2billion.

Greater Manchester Mayor Andy Burnham’s office defended use of public funding saying the plans would unlock a wider scheme which would be the ‘biggest urban regeneration since the London 2012 Olympics’.

But the use of taxpayers’ cash ‘simply to justify a football club’s desire to improve their ground’, was questioned by former Tory leader Sir Iain Duncan Smith.

Other than buying the land, United will not contribute to the cost of moving the freight terminal, which could run into hundreds of millions of pounds.

But Sir Iain Duncan Smith, former Tory leader, said: ‘Spending public money is a decision they will have to justify to the electorate.

‘What’s absolutely out of the question is doing it earlier than they may have thought about, simply to justify a football club’s desire to improve their ground.’

And Nathan Evans, leader of the Conservative group on Trafford Council, said: ‘If the taxpayer pays for the depot move, there would need to be a benefit to the public more widely, such as through United handing over land on its existing site.’

Burnham canvassed the Labour leadership all last summer to get behind this.
While Manchester deals with numerous serious issues Burnham is maneuvering to get United hundreds of millions to prepare the groundwork for the new stadium.
