So just to get things straight, the US unilaterally increases tariffs against a wide number of countries and when they don’t retaliate in turn the US pauses the tariffs.

There was a factory in N. China which produced tractors (It may still be there for all I know).
These tractors were then shipped to the U.S. given their accreditation and then sold on to the rest of the world at whatever mark up.

China has been producing goods at a cheap price for the U.S. for many years, to sell either on their own shores or resell to other countries.
Now, due to the power of the internet, China has established its' own retail network and as a result has knocked a big hole in the American economy .
China can stand on its' own feet now and the yanks don't like it as
their monopoly on the supply of cheap goods is over.

You could compare this tariff situation to the attempt by the PL cartel to keep 'ickle City' at bay.
